Ministry Standardizes Daily Allowances for Trainees

The Ministry of Finance, Planning and Economic Development has introduced a new Management Services Circular to streamline the payment of daily allowances for trainees in public corporations, statutory boards, and fully government-owned companies.

From October 1 onwards, all trainees will receive a standardized daily allowance of Rs. 1,000.

Authority to approve practical training applications, covering graduates of government training institutions as well as second-, third-, and fourth-year undergraduates at state or foreign universities recognized by the University Grants Commission, has been delegated to ministry secretaries and provincial chief secretaries.

The circular sets clear limits on trainee numbers: no more than 25 individuals or 10% of the total approved cadre, whichever is lower. Exceptions require prior clearance from the General Treasury.

Training periods are capped at six months or the duration specified in the relevant course, whichever is shorter. All trainees must complete their practical work under the direct supervision of the Head of Department or an authorized officer designated by them.

The circular also clarifies that trainees are not entitled to any benefits or privileges provided to permanent or non-permanent government employees, and that approval for practical training does not confer such rights.
