
The Ministry of Education, Higher Education and Vocational Education has been allocated Rs. 328 billion under Appropriation Bill 2027, which has been formally tabled in Parliament.
The bill, presented on October 7 during the first reading of the budget, sets overall national recurrent expenditure at 3,240.2 billion rupees, an increase of more than a fifth compared to last year. Meanwhile, total capital expenditure has been set at 1,752.5 billion rupees, marking a 5.4 percent reduction from the previous year’s allocation. The bill’s capital expenditure figures do not conform directly to those outlined in the formal budget presentation.
Additionally, the legislation establishes an overall borrowing limit of 3,800 billion rupees. This borrowing figure includes roll overs and does not correspond directly to the new financing deficit shown in the budget presentation.
In his capacity as the Minister of Finance, President Anura Kumara Dissanayake will present the second reading of the Appropriation Bill, the Budget Speech on November 12. A seven day parliamentary debate for the second reading is scheduled from November 13 to 20. (Eduwire)
