Govt Offers Fully Funded Foreign Scholarships for 2025 A/L Top Achievers

The Ministry of Education, Higher Education and Vocational Education has announced a prestigious fully funded foreign scholarship programme for high-achieving students who sit for the G.C.E. Advanced Level Examination in 2025, offering them the opportunity to pursue undergraduate studies at internationally recognised universities.

Launched in line with the Government’s policy framework “A Thriving Nation – A Beautiful Life,” the initiative aims to develop globally competitive graduates and strengthen Sri Lanka’s human capital. Under the programme, approximately 25 to 50 students will be awarded scholarships for the 2026/2027 academic year, with plans to expand the scheme to 200 scholarships over the five-year period from 2025 to 2029.

Eligible students are invited to apply for degree programmes at universities ranked within the Top 500 globally, based on recognised international rankings such as the QS World University Rankings, Times Higher Education World University Rankings and Academic Ranking of World Universities. Priority will be given to students who intend to pursue studies in emerging global fields or disciplines not currently offered by Sri Lankan state universities, particularly those that can contribute to the country’s economic growth and sustainable development.

Applicants must be Sri Lankan citizens with outstanding A/L results in 2025, a minimum of 30% for the Common General Paper, and at least a ‘C’ grade in General English or equivalent. Candidates must also be at least 18 years of age by the application deadline and medically fit to undertake studies overseas.

Students are required to first identify a suitable degree programme and university, and then submit their applications through the Ministry’s official online portal at https://foreignscholarships.mohe.gov.lk. Further details are available via the Ministry websites at https://www.mohe.gov.lk and https://www.moe.gov.lk. The deadline for applications is 11 May 2026, and submissions will only be accepted through the online system.

Candidates will be shortlisted primarily based on academic merit, including all island and district performance, and will be invited for a structured interview conducted by the Ministry. Those selected will then be required to secure admission to a recognised foreign university before the scholarship is formally awarded.

The scholarship package covers tuition and academic fees, a monthly living allowance, health insurance, and return airfare, with a total value of up to Rs. 20 million per year. Additional support may also be provided for visa expenses, settlement costs and English language proficiency tests, depending on eligibility.

The Ministry noted that selected students must return to Sri Lanka upon completion of their studies and contribute to national development. Scholarships are limited to Bachelor’s degree programmes for a maximum duration of four years, and recipients will be required to sign a formal agreement. Universities selected by students are encouraged to be recognised by the University Grants Commission.

Describing the programme as a gateway to global education, officials said it is designed to nurture a new generation of skilled professionals equipped to drive innovation and economic progress. Eligible students are strongly encouraged to apply early and take advantage of this rare opportunity.
